DRAFT FRAMEWORK • FOR SCHOOL BOARDS

A practical way to evaluate curriculum and mandates.

The Minnesota Learning Project starts with a simple governance question: what should students be able to demonstrate, and what decisions should remain local?

Board-level questions

  • What measurable competency is this curriculum or mandate intended to improve?
  • What evidence will show whether students learned it?
  • How much instructional time does it require?
  • What existing instruction will be reduced or displaced?
  • Is the content developmentally appropriate for the grade level?
  • Does the state requirement define an outcome, or prescribe a method that should remain locally reviewable?
