DRAFT FRAMEWORK • FOR SCHOOL BOARDS
A practical way to evaluate curriculum and mandates.
The Minnesota Learning Project starts with a simple governance question: what should students be able to demonstrate, and what decisions should remain local?
Board-level questions
- What measurable competency is this curriculum or mandate intended to improve?
- What evidence will show whether students learned it?
- How much instructional time does it require?
- What existing instruction will be reduced or displaced?
- Is the content developmentally appropriate for the grade level?
- Does the state requirement define an outcome, or prescribe a method that should remain locally reviewable?
